OUTWIT - FREE: Minimum range value 6. Choose a power (standard or special) and a target opposing character within range and line of fire. The target can’t use the chosen power until your next turn.

FORCE BLAST - KNOCKBACK. POWER: Roll a d6. A target adjacent opposing character is knocked back equal to the result.

HYPERSONIC SPEED - BREAKAWAY +2. POWER: Halve range, ;Improved-M; ;A-Infinity; , ;Passenger; :0. Move, then make an attack, then move up to ‘your speed value minus the number of squares just moved’.

If a character uses Outwit on a power such as Force Blast or Hypersonic Speed, can the target still use the granted effects of those powers such as KNOCKBACK or BREAKAWAY +2?

No. When a power "can't be used", you can't use any part of that power. This includes any action activated effects, any granted abilities, and any passive effects.

If a Special Power that consists of 2 Standard Powers is Outwitted, can the Outwitted character use those particular Standard Powers if they are granted by another source, such as equipment?
