General - 360 Primary Firing Arc

Is the Borg 360 firing arc considered a forward firing arc for the purposes of cards like Gelnon, Valdore, Charles Tucker III, etc.?

To specify for those specific cards, can Gelnon be used on a Borg ship?
Can Valdore ever be used against a Borg ship?
Can Charles Tucker ever be used if a Borg ship is on the play area?

Relevant card text -
Valdore - When attacking, if your ship is not in the target ship's forward firing arc, add +1 attack die.
Gelnon - Action: Target an enemy ship in your forward firing arc within range 1.
Charles Tucker - Action: If your ship is not in the forward firing arc of any enemy ships, repair 1 damage to your ship.

No, The 360 Firing arc is not a forward or rear arc.

-Any Upgrade (or special ability) that references the absence or presence of a forward or rear firing arc on an enemy ship functions against a ship with a 360 firing arc as if that ship does not have a forward or rear firing arc.

-Any Upgrade deployed to a ship with a 360 firing arc that references the absence or presence of a ship's forward or rear firing arc does not function.

Does this now mean that Charles Tucker can be used if you are with in range 3 of a 360 Firing arc ship?

Charles Tucker - Action: If your ship is not in the forward firing arc of any enemy ships, repair 1 damage to your ship.

Does that mean a ship using the Valdore captain would always have get the bonus against a Tactical Cube?

From your current wording Tucker or Valdore should work on a 360 arc ship as they reference other ships arcs not they own.

Valdore - When attacking, if your ship is not in the target ship's forward firing arc, add +1 attack die.
Charles Tucker - Action: If your ship is not in the forward firing arc of any enemy ships, repair 1 damage to your ship.

No, any card that references a forward or rear arc will not function on a ship with a 360 arc.
-Photon Torpedoes
-(Ferengi) EM Pulse
-Charles Tucker III
-Valdore

AND any card that references an opposing ship's forward or read arc will function against a ship with a 360 arc as long as it is not on a ship with a 360 arc.

What constitutes a ship with a 360 firing arc? Only the Borg ships with their built in 360, or does this include ships equipped with cards such as Dorsal Phaser Array which can be fired in any direction, or the Federation Enterprise-D / Voyager with their special abilities?

Your firing arc is printed on the ships token. Only ships with a printed 360 firing arc would be affected by this ruling.
