delayed blast fireball

Lot of debate recently, text says continuous; when your opponent declares or passing attack phase it triggers. Does the controller choose when this happens? or is it automatic on your opponents next turn?

Delayed Blast Fireball automatically triggers when either of the two conditions specified on its card is satisfied. It automatically triggers "On your opponent's turn, either when an attack is declared or the opponent skips the Attack Step." There is nothing for the player who controls Delayed Blast Fireball to choose.
