Determining First Player

There seem to be several disputes on how to determine the first turn player. In the rulebook, it says that the winner of the coin toss/die roll gets to choose if they want to go first or not. There are folks saying that the tournament rules from May of 2015 say you must determine the first player randomly, meaning that if you win the coin toss/die roll, you do not get to choose - you are forced to go first.

Can you please outline how to determine who goes first in an official tournament setting?

According to page 16 of the Marvel Dice Masters: Civil War Rulebook, the player who wins the flip (or roll, etc) gets to choose to go first or second.

"Decide who goes first by flipping a coin or rolling a die (one player could call energy or character while the other player rolls the die). The player who wins the coin toss or die roll can choose to go first or second."

The tournament document that may be referenced reads,
"For the first game of a round, determine which player goes first at random."

The intent has always been that players would randomize who chooses which player goes first.
