The text says "When declaring blockers, Maria Hill may block any number of sidekicks"
Does this mean she can only block sidekicks or can she block a non-sidekick character and any sidekicks?

Secondary Question on this.
After talking with other players it looks like there are two different thoughts.
1. In order to block all sidekicks, she has to be announced to block one.
2. If she blocks a non-sidekick character, she can still block all sidekicks.

or is there a third option?

I combined your 2 posts about this.

For character dice like this, the blocker can either block normally, or block any number of Sidekick dice (including Ally character dice). If something were to make a character lose its Ally effect after Maria Hill blocked them, they'd remain blocked.
