Would it be possible to get a clarification on this card's effect?

When Mister Mind attacks, you may pay mask. If you do, generate a 2A and 2D Tough Guy Token. It is attacking, and Mister Mind is no longer attacking.
* While Mister Mind is active, your Tough Guy tokens get +1A.

Specifically the section "generate a 2A and 2D Tough Guy Token", as in:

• Does "generate" count as fielding a character for effects like Jubilee: X-Men Field Leader?
• Is it correct to assume the token is level 1?

"Generate" is not the same as fielding. Only if an ability specifically states "when fielded" or "field" something will such "when you field" abilities (like Jubilee) trigger.

Yes, a Tough Guy token is considered a level one Character die.
