Question: Generally speaking, does a character need to be active to gain Loyalty Counters from its ability, or are cards that explicitly states that they need to be active, e.g. Moria: Strength of Foresight, an exception? Or is Supreme Intelligence: Merciless the exception? Since the counters are tied to the discount mechanic, it would presumably not have to be active to gain them, correct?

Answer: A character doesn’t need to be active to get a Loyalty Counter.
