R-Franklin's Galactus reads "if an effect would KO or reroll another of your dice, you may KO or reroll Franklin's Galactus instead" So, if your opponent KO's one your dice, can you REROLL Galactus?

No. The intent of this ability (stated in long-form) is:
If an ability (effect) would KO another of your dice, you may KO Franklin's Galactus instead.
If an ability (effect) would reroll another of your dice, you may reroll Franklin's Galactus instead.
