Black Widow: Tsarina
When Black Widow attacks, she deals 2 damage to your opponent. Your opponent can prevent this by spinning one of his or her characters down one level.

Mr. Fantastic: Elastic
You may spin Mr. Fantastic down 1 level to allow him to block an additional character (or 2 levels to block two additional characters).

Say my opponent attacks with three Tsarinas and I have one level 3 Elastic in the field. If I spin down Elastic twice to avoid damage from two of the Black Widows, would my Elastic still be able to block three Tsarinas? Or since I've already spun him down as a response, I no longer have a level 3 Elastic fielded? I would think that the two effects (damage avoidance and character ability) would trigger concurrently.

You would only be able to spin down Mr. Fantastic twice (total). This means you'd only be able to prevent 4 damage from Tsarinas, and block one, or prevent 2 damage and block 2 Tsarinas, etc.
