Global: Pay [1 Fist] to spin an opponent's [Fist] character down 1 level.

Can I use this global to KO character on its lowest level (lv.1)? If yes, then it could be used to KO sidekicks too? (since they are always at level 1).

Characters on their lowest level can't be spun down. As a result, you can't select an opponent's level 1 character for effects like Venom's Global Ability.
