contradicting "while active" effects

Question about two cards which have opposing "while active" effects and how they work together.

Card 1: AvX Professor X (Principal) #55

Card 2: Uncanny Scarlet Witch (Controls probability) #125

cards on opposing teams.

Interpretation 1: professor x prevents both re-rolls(normal and scarlet witch) unless life cost payed.

Interpretation 2: controlling player determines order of effect. Professor X effect happens first, preventing normal re-roll, then Scarlet witch allows one single additional re-roll. the original(now second) re-roll would be available for life cost. Argued there is president for this with the Attacking effects FAQ.

help please?

If two cards directly conflict, the one that says “you can’t” beats the one that says you can.


So you may not reroll until you pay life, but you only need to pay once to ignore Professor X's effect.
