I've got a question about how Human Paladin: Apprentice Harper’s Global Ability interacts with Storm: Wind Rider in particular.

Human Paladin: Apprentice’s Global reads:
Global: Pay [1 Shield] . Reduce the damage you take from a character's ability to 1.

Storm: Wind-Rider reads:
When fielded, reroll up to 2 opposing characters. Each die that does not roll a character goes to your opponent's used pile. Storm deals 2 damage to your opponent for each die moved.

When do I pay for the Global Ability? Should I do it before Storm rerolls if I want to, even though it might not deal me damage? Should I do it after the reroll to see which characters return to the field? Or can I use either?

Great question!

You can only reduce damage that will actually happen. You can't set up a "shield" to protect you from a potential effect. If your opponent's Wind-Rider were to reroll two of your NPCs, after they come up as energy, you'd have a chance to use Human Paladin's Global Ability to reduce that damage (from 4 or 2) to 1.
