Thanos reads:

Whenever one of your Villains deals combat damage to an opponent, put an Infinite Counter on Thanos. Thanos dice cost 2 less to purchase for each Infinite Counter on Thanos.

Most abilities are assumed "while active". However, if this is "while active" it would seem to make the card rather useless. How is this intended to work?

Thanos is intended to get a cost reduction and Infinite Counters even when he is not active.
