Is the ability of Johnny Storm a mandatory trigger

Ex. My opponent have no characters on the board, so would I be forced to "ping" my own characters when fielding characters for the second part of the ability

Yes. The card's effect isn't optional. You would need to deal 1 damage to one of your characters if you're the only player with legal targets.
