Do either Type-8 Phaser Array and/or Upgraded Phasers increase the value of this attack?

No, this upgrade acts like an attack from your Primary Weapon with a Rnage Bonus (gain +1 attack die at range 1, and give +1 defense die at range 3), but it is a Secondary Weapon and not your Primary Weapon.
