Although I cannot "test" movements using the Movement Templates during the Planning Phase, can I use other things besides the Movement Templates to measure during the Planning Phase?

For example, can I use the Range template during the Planning Phase if I'm doing it to "test" my movements? Can I use a ruler or a tape measure?

No, you may never pre-measure maneuvers unless an effect tells you to do so. The rules only allow for pre-measuring when it comes to Attacks, Actions, and Abilities on cards that do not specifically disallow it.
