Kor's wording is "all enemy ships must attack your (kor's) ship this round, if possible."

Can a ship that could attack Kor's ship choose to forgo their attack, rather than shoot Kor's ship.

If a ship is able to attack Kor's ship, they must. They cannot forego their attack.
