When equiped to a Dauntless class ship, Arturis' captain skill is +5 .
Is this a replacement effect or a modifier (limited to +3)

This is a modifier, not a replacement, and would be capped by the rule of three.

So that means that arturis is a max 6 or max 8 with no admiral modifiers allowed?

His maximum Captain Skill is 6.
