Does sensor echoing trigger the effect of passing over an obstacle. For example using the obstacles scenario: A ship sensor echos over the debris field. Does that ship suffer a damage and roll a die? Does echoing over an obstacle prevent further free actions that round?

The Sensor Echo action does not count as movement so it would not trigger.
