Holo-Communicator - USS Enterprise-B Wave 26

No ship may be equipped with more than one Holo-Communicator.
Just requesting some clarification to this Upgrade.
1. The ship with the Holo-Communicator is actually the ship performing the Action on the friendly ships Captain card?
2. Can the target ships captain still perform their Action after being targeted?
3. Can multiple Holo-Communicator's target the same captain in the same round?
