General - OP event scoring

Is the champion of a tournament the one who has the best Win/Loss Record or the one who earned the most Battle Points?
The WK event system tournament program seems to suggest it's only based on W/L record.

When Battle Points are scored they are the determinant for tournament winner. Win/Loss record is a tie breaker when Battle Points are tied, followed by Fleet Points.
