Does rolling zero defense dice force you to skip the step and thereby not allow you to spend any evade tokens or add any evade results?

Enhanced Hull Plating: During the Roll Defense Dice step of the Combat Phase, if you ship is not cloaked and you have no Active Shields, you may add up to 2 [Evade] results to your defense roll. If you do so, place 1 Auxiliary Power Token beside your ship for each [Evade] result you added with this upgrade. This upgrade may only be purchased for a Federation ship. You cannot deploy more than 1 Enhanced Hull Plating [Tech] Upgrade to any ship.

No. When rolling 0 defense dice for any reason (natural Evasion value, Opponent's Scan tokens, or prevented from rolling defense dice) you do not skip any of the steps in the Combat Phase. Your dice during the dice rolling step can be modified to 0 or none. In the next step, the Modify Defense Dice step, you may spend Evade and Battlestation tokens to modify the result of the Roll Defense Dice step.

The defender may spend Evade tokens when targeted and hit by Magnetomeatric Guided Charges and the Borg Missile.

You may add Evade results to your roll, even if the number of defense dice you rolled is 0 or none.
