ATTACK: You may fire this weapon in any direction. The Attack Value is equal to the ship's Primary Weapon Value. This Upgrade may only be purchased for a Federation ship with a Hull Value of 4 or greater and the SP cost is equal to the ship's Primary Weapon Value +1.

1) How much does Dorsal Phaser Array cost when purchasing it for the Side Board Resource?

2) When the Dorsal Weapon Array is stolen/assimilated/acquired, does it retain the stats from the previous ship, or does it take on the stats consistent with the new ship?

1. The Dorsal Phaser Array costs 6 points to be deployed to the Side Board Resource.
2. It takes on the stats of the ship that stole the weapon.

Since the above ruling makes it possible to 'purchase' the Dorsal Phaser Array for the sideboard even though it "...may only be purchased for a Federation ship with a Hull Value of 4 or greater" which the sideboard does not have, does this mean that you can use the sideboard for:
1) "Transphasic Torpedoes" (..This upgrade may only be purchased for the USS Voyager)
2) Ablative Generator (..This upgrade may only be purchased for the USS Voyager)
3) Enhanced Hull Plating (......may only be purchased for a Federation ship)
4) OP Prize Combat Vessel Variant (... may only be purchased for a Suurok class ship)
5) Ni'Var Expansion Combat Vessel Variant (...may only be purchased for a Suurok Class ship...)
6) Vulcan High Command (...may only be purchased for a Vulcan captain on a vulcan ship, if the vulcan captain card is ever removed from your ship, discard this upgrade...)
All of the above have some sort of similar purchase or deployment restriction and I would appreciate additional clarifications.

on the reference card to the Reinforcement Sideboard:

Upgrades that may only be purchased for certain ship types can only be equipped onto or exchanged to that specific ship type.

You may play a any of these to your Sideboard, but you may only equip or exchange them to a ship that the upgrade may be deployed on to.
