Can the Transwarp Signal be used at any time? Or only during the action step (without costing an action) of the ship it is equipped to?

For example, can you use transwarp signal right after an opponent moves, to put an auxiliary token on her ship, so that she is unable to perform any actions on her action step?

Or, when an opponent is about to shoot you with transphasic torpedoes, can you use Transwarp Signal to remove his target lock right before he spends it, so that he cannot shoot you with torpedoes anymore?
