What is considered a "Torpedo" upgrade for the purposes of Volley of Torpedoes.

The card Volley of Torpedoes has an attack and range, like you would expect a torpedo to have.

Could you Volley of Torpedoes into a Volley of Torpedoes into a Volley of Torpedoes... etc etc forever.

No, volley of torpedoes must be followed with a different type of torpedo upgrade. It must be followed specifically a Dominion Torpedo Upgrade.
