On Advanced Shields: Action: if you still have Active Shields, place 1 additional shield token beside your ship. If you take damage this round, remove this shield token first.

On Improved Shields Resource: When a ship takes damage, the additional shield token(s) beside that ship are removed first.

If my ship has both of these shields, and takes 1 damage, what shield token is removed?

Both effects occur at the same time, you may choose which one applies first and this which shield token to discard.

When you used Improved Shields to place shields beside ships, is that considered an action? The card says it happens during the perform actions step, but doesn't specify it as an action.

This is not an action. It does not mention an action in the game text.
