General - Discard abilities and prevention mechanics

Wondering about cards that trigger off a discard and how they work with other cards that prevent said discard. Example:

Weyoun 6: Ability – Disable Weyoun to prevent 1 of your [CREW] Upgrades from being disabled or discarded this round.

Pavel Chekov (Refit): Ability – When attacking with your Primary Weapon, during the Modify Attack Dice step of the Combat Phase, you may disable this card to re-roll all of your blank results. You must keep the results of the second roll.

Since Chekov is not being disabled does his action still trigger? I ask because of the following Romulan captain.

Liviana Charvanek: Ability – Whenever one of your [CREW] Upgrades is supposed to be disabled, roll 1 defense die. If you roll a [BATTLESTATIONS] result, that Upgrade is not disabled. If you are disabling the [CREW] Upgrade to perform its Action or ability, that Action or ability is still performed even if the Upgrade does not disable.

Liviana’s Ability would seem to suggest that without the last sentence (allowing Actions or abilities to be performed even if the Upgrade does not disable) by preventing a card from being disabled you would prevent its Ability from taking effect. Is that the case or is she just oddly specific?

The card still performs the ACTION even if it's saved from being Disabled or Discarded.

Liviana Charvanek is just very specific in the cards wording.
