When calculating the hull value for the requirement(4) can one use the bonus from a flagship?

EX: Enterprise NX-01 (hull 3)
Flagship Independent (Klingon) (+1 Hull)

Can this ship equip the Dorsal Phaser Array?

The Flagship Resource adds 1 to your Hull value. The NX-01 with a Hull of 3 and the Flagship Independent (Klingon) (+1 Hull) would allow you to use the Dorsal Phaser Array which requires a Hull value of 4.

When calculating the point cost of a Dorsal Weapons Array while using a flagship resource, do you use the base attack value, or the modified attack value?

The additional +1 to primary weapon from the flagship would add to the cost of the Dorsal Phaser Array.
