Wave 2 - USS Excelsior - Janice Rand - timing

(1) Janice Rand says, "After your ship moves, discard Rand to allow your Captain to perform the Action on one of his [TALENT] Upgrades as a free Action this round." Does that mean that I actually use that [TALENT] Upgrade's (free) Action in the Perform Actions step? So as usual, I can choose to do my normal action first? For example, is this a legal sequence of events:
(2) Would that not work with William T. Riker (Enterprise-E version), because his wording ("After you move, you may disable this card to perform the Action... as a free Action.") doesn't specify "this round", meaning that it has to happen immediately, so I'd need to have some way to remove (or ignore, such as U.S.S. Enterprise) the Auxiliary Power token that Full Alert gives me?
- Move ship
- Discard Rand
- Target Lock a ship as my ship's normal Action
- Perform the Action on Full Alert as a free Action
(2) Would that not work with William T.
