Picard 9:
Each round you may perform one of the following actions as a free action: {EM} {TL} {SC} {BS}. You may use this action even if your ship does not have it in the Action bar.

Dukat 7:
Your ship may perform an {EM} or a {BS} Action as a free Action each round.

Dukat lacks the sentence "You may use this action even if your ship does not have it in the Action bar." Does this mean if Dukat 7 is on a ship that doesn't have Battlestations, he cannot grant it?

Picard's card is worded differently, but has the same effect as Dukat's

Dukat & Picard may perform one of the free actions listed on their card regardless of what the action bar of the ship they are on shows.

The only difference is that Picard may do a Battlestation, Target Lock, Scan, or Evade action for free
Where Dukat may only do a Evade or a Battlestation action for free.
