I have a question. Are the flagships considered to be under the umbrella of the -1 sp cards? It is a card and it is non-Borg. So would this cost 9 for the tournament?

According to the rif 2 rules clarification

All Borg cards (Captains & Upgrades) cost -1 squadron point in the borg fleet.

All non-Borg faction cards (Captains & Upgrades) are -1 squadron point in the non-rebel fleet.

So only Captains and Upgrades are -1. Not Resources.
