Is this the printed cost of the card, or the actual points you paid to put the crew upgrade in your fleet after cards that give you a discount on crew?

For example, T'Pol has a cost of 3SP, but I paid 1 point to use her in my build with Klingon Flagship and Pike. Can I sacrifice her to use Cheat Death?

The actual cost that you payed or would have payed if you deployed the card to your ship must be 3 SP or more.

In your example, you could not discard T'Pol to use The Needs of the Many.
