Deep Space Nine - movement

Prior to the release of the retail model of Deep Space Nine, it was ruled that since Deep Space Nine was immobile, you could not use any abilities on it that referred to movement (such as a Sensor Echo), and you could not increase its Agility above 0.

Now that the retail Deep Space Nine is capable of movement, do these rulings still apply?

Deep Space 9 does not move, even as the result of Captain or Upgrade abilities (e.g. Gul Ranor) except as as a result of a maneuver given by it player on its maneuver dial.

Does this mean that DS9 is unaffected by cards that replace or change its chosen maneuver, such as Faked Messages?

Faked Messages: During the planning phase, after every ship's maneuver has been chosen, you may discard this card to target 1 enemy ship that is not within Range 1-3 of your ship. Force that ship to change its chosen maneuver to a 1 [STRAIGHT maneuver.

That is correct. DS9 may only be moved by the owning player giving it a maneuver printed on it's dial.
