On the backside of each Fleet Captain card is a text that says -1 to either weapons, tech, officer upgrades and the like. Does this also affect the blind buy when you purchase at the begining of each OP?

Say I am using the Romulan (Independent) Fleet Captain and it allows me to have -1 on all weapon upgrades through out my fleet, can I then assume that this effects the weapon upgrades that I put on my Blind Buy?
