If choosing to assign a Free Elite Talent with the Fleet Captain Resource, is the talent truly free?
Or is it simply reduced to a cost of 0 and then applicable penalties, such as out-of-faction, applied as usual?

Reduce the cost to 0 and then apply all penalties including faction penalty and any additional cost printed on the card.

In order to sacrifice a talent slot, must the first slot be provided by the captain himself, or can it be from an Admiral or Garak?
