The FAQ says "When a ship's attack is increased in some way, this does not boost its Primary Weapon Value for purposes of
the Barrage of Fire." Does that mean the same is true for penalties? If a ship's attack dice have been reduced, does it still add its full primary weapon value when assisting in barrage of fire?

Yes, the assisting ship adds its full primary weapon value without any additions or penalties.
