Usually a card will state if these abilities ignore shields or cloaks, but in this case they do not.

You are incorrect. Other crew that have similar abilities state that the target must not have shields or be cloaked. Both of Crosis and Assimilation Tubules may be used against ships with shields and that are cloaked.
