When Elim Garak is assigned to a Mirror Universe ship, add 2 to that ship's Captain's Skill Number

When is the skill bonus applied? Is it conditional on Garak being enabled and still on that ship? I would think he functions as a normal upgrade where if he gets disabled the Captain Skill bonus no longer applies or if he moves off the MU ship, the bonus also no longer applies.

The bonus that Garak's card text provides is continuous and is available as long as he is not disabled and remains on the Mirror Universe ship.
