When Kirk's ship is provided additional Federation elite talents from crew (such as Garak or Riker) or Admirals, do those talents also cost 3 SP and get placed facedown under Kirk?

No, talents icons provided by crew upgrades or Admirals would not benefit from James Kirk's game text.
