If Jean-Luc Picard from the starter set is on the ship affected by this critical damage card,
Can he still get his free action even if they are the same actions on the action bar?

Yes, Jean-Luc Picard provides his own list of actions that are separate from the ship's actions (even if they are the same) and would be able to perform his free action from any of the actions listed on his card while his ship is affected by a Damaged Sensor Array.
