Does the Haakona ship ability limit the ship to a maximum of 4 attack dice?

When attacking with your Primary Weapon while cloaked, gain +1 attack die for every other Romulan Ship in your fleet (max +4).

No, You may only gain +4 attack dice from additional Romulan ships in your fleet. You may gain additional dice from other sources.
