Does the text on Romulan Security Officer place a cap on every kind of Skill boost that can be placed on a ship?

"Max +3" means you may only gain a maximum of +3 Captain Skill from Romulan Security Officers. You may gain more from other sources.

Does each Romulan Security Officer's text take effect separately?

For example, suppose I have two Romulan Security Officers on the same ship (call them RSO A and RSO B). Which of the following is correct?

1. RSO A gives +1 Captain Skill "for each Romulan Security Officer equipped to [my] ship (including this one)," and RSO B then gives an additional +1 for each of the two RSOs. Together they would give +4, but because of the max, my Captain's skill is +3.

2. RSO A and RSO B each give only +1; my Captain's skill is +2.

Romulan Security Officers each add only +1 to your Captain Skill.

If 2 Romulan Security Officers are on a ship your Captain would gain +2 skill

If you have 2 Romulan Security Officer's present on a ship and one of them becomes disabled, what is the bonus captain skill?

If I have 3 Romulan Security Officers on one ship can I disable all 3 of them to reroll 3 blanks from a single attack?

Yes, this card text is not an action.

If 2 Romulan Security Officers are on a single ship you would gain +2 to your Captain Skill. If one of them is disabled you would gain +2 to your Captain Skill. If both of them were disabled you would not gain a bonus to your Captain Skill.

Disabling a card causes the card text to be unusable as stated on page 20 of the manual. Each Romulan Security Officer checks for cards with the title Romulan Security Officer for the bonus to Captain Skill.
