Wave 9 - ISS Defiant - Miles O'Brien

Is Glinn Daro's action considered to be the same as Mirror Captain Miles O'Brien's, so that they can't both be used in the same round (using Martok, McCoy, etc.)?

Yes, the action on both of these cards is the same and could not be done by the same ship in a single round.
