Dominion War - Month 4 - Flagship Resource - Klingon

The Klingon Flagship grant a ship the cloak action.

If used on a ship that normally can not cloak, does that gain the Sensor echo action as well?

No, THe flagship only adds the Cloak action not the sensor echo action.
