Does it mean after you reveal your dial, after you move, or during the action step?

Does it mean after you reveal your dial, after you move, or during the action step?

In the case of Mr. Spock, "During the activation phase" means you would perform an action listed on one of your upgrade as a free action during the perform action step of the activation phase with all of your other actions.
