Does the ship ability on Terok Nor allow Terok Nor to fire at Range 3?

Instead of making a normal attack with your Primary Weapon, you may fire in any direction at Range 1-3 with 4 attack dice.

Yes, Terok Nor's ship ability will allow it to fire at range 3 with its primary weapon from it's 360 arc.
