When a ships activates a Mine, by moving, when do the Mines Attack?

In the rule book on page 8, the Activation Phase only mentions 2 things: A Ship moves then takes an Action. With Mines, some have interpreted the order as: Move, then Mines Attack, then take Actions. Others believe the order is: Move, then take Actions, then Mines Attack.


Please confirm the correct order of Events when activating mines during the Activation Phase?

When a ship activates a minefield:

The ship moves into the minefield (or area of activation)
The ship may take its action (some mines provide a bonus depending on what action you take)
The mines attack
