"This upgrade may be purchased by/for Loskene or any other Tholian captain"

Is this intended to mean that any Tholian captain can take the upgrade regardless of whether or not they have an elite talent slot?

No, your Captain must have an Elite Talent slot to purchase these upgrades. They may only be deployed to a Tholian captain such as Loskene.
