Causality Paradox can "only be purchased for Annorax or another Krenim captain assigned to a Krenim weapon ship." Does the last clause (about the ship) apply to both Annorax and other captains, or just the other Krenim captains?

Causality Paradox
ACTION: Discard this card to target a ship at Range 1-3. Discard 1 Upgrade of your choice on the target ship. Then remove 1 Disabled Upgrade Token from 1 of your Upgrades, if possible.

This Upgrade may only be purchased for Annorax or any other Krenim Captain assigned to a Krenim weapon ship.

Can Causality Paradox be assigned to the generic (Skill 1, 0 points) Krenim Captain card? If so, does Krenim Captain require an Elite Talent icon (via Admiral, Upgrade, etc.)?

Yes, the generic Krenim Captain may take Causality Paradox if it is granted an Elite Talent slot from some other card.
