How does Scarab's copying of EFFECTS interact with equipments that have effects that are tied to the character that is equipped? Such as KOing the equipped object, or referencing a chart that is equipped to another character?

Scarab would be able to use as much of the gained EFFECT as possible (typically the use of gained standard powers and some triggered effects). If he would not meet the requirement to use certain aspects of a gained EFFECT (such as needing to be equipped with the specific equipment, requiring tokens that he would have, needing to place a game element on a card, etc.) then those parts of the EFFECT would not be used (For example, he would not be able to choose any powers if using ABPI S010 Infinity Gauntlet since he would have no tokens). Note that he can still use all other parts of the effect (For example, he would still be able to use all parts of the F4FF S007 Radioactive Clay EFFECT, but would not KO the equipment since he does not have it actually equipped).

WW80 Scarab Has:

I THOUGHT WE COULD ALL THROW A PARTY AT MY NEW PLACE: FREE: Choose an adjacent character. Until your next turn, Scarab can use the EFFECT of all equipment equipped to that character.

THE TRAINING WHEELS ARE OFF: Scarab can count squares for range and line of fire from unheld objects and opposing equipped characters. When Scarab attacks this way, he deals a maximum of 1 damage.

FFFFs005 Ultimate Nullifier Has:

EQUIP: Any. UNEQUIP: Drop. EFFECT: POWER: Choose an opposing character within 6 squares and line of fire then choose a number from 1-6 to be X and roll a d6. If the result is higher than X, deal X damage to the chosen character. If the result is lower than X, deal X damage to this character. If the result is equal to X, deal X damage to both characters. Light Object.

Can Scarab use the Ultimate Nullifiers effect anywhere he can count range and draw line of fire to a character?

Scarab has this power-

THE TRAINING WHEELS ARE OFF: Scarab can count squares for range and line of fire from unheld objects and opposing equipped characters. When Scarab attacks this way, he deals a maximum of 1 damage.

Giant Reach reads-

When this character makes a close attack, instead of choosing an adjacent character (or characters, if able) for target(s), you may use and target character(s) within X squares and line of fire.

If Scarab has Giant reach, can he close attack an equipped character or from an unheld object using “The Training Wheels are off”

No. Counting for "range" and counting for "within X squares" are not the same thing.

Scarab has the following power -

THE TRAINING WHEELS ARE OFF: Scarab can count squares for range and line of fire from unheld objects and opposing equipped characters. When Scarab attacks this way, he deals a maximum of 1 damage.

Stealth Reads -

STEALTH When it’s not your turn, hindered lines of fire drawn to this character by non-adjacent characters are blocked.

Additionally 16.2b in the Comprehensive Rulebook reads -

16.2b Hindering Terrain and Line of Fire
If a line of fire drawn between a character and its target crosses one or more squares of hindering terrain, the line of fire is considered “hindered”. This includes the square the target occupies, but usually does not include the square the source is in.
In some rare cases, characters will have the ability to draw lines of fire from character and squares other than themselves. If the source and the target are in the same square of hindering, and the target is not the character drawing the line of fire, the line of fire is hindered.
If a hindered line of fire is drawn during a range attack, modify the target’s defense +1 for the attack.

If an opposing character is equipped, can use Stealth and is occupying hindering terrain, can Scarab use "THE TRAINING WHEELS ARE OFF" to target that character assuming he's not adjacent to that character?
